Report Purpose and Distribution Th e purpose of this Annual Report is to provide: • An overview of the financial position and operations of Frenchman ’ s Creek, Inc.—Audited Financial Report, Fiscal Year ending April 30, 2022; • An annual report of the Standing, Operating and Charity Committees for the community year end ing at the Annual Meeting on March 18, 2023; and • Any other information of interest. A Message from our Executive Director & COO
When I was recruited to the position of Executive Director and Chief Operating Officer of French man ’ s Creek Beach and Country Club, the goal that was communicated to me by the search committee and the Board of Governors was to not only restore the club to its former glory as one of the great resi dential communities in South Florida, but to sur pass that benchmark and make Frenchman ’ s one of the top residential clubs in the country. I was under no illusion as to the scale of the task in front of me, and during the course of my first year on the job I have worked hard to start chipping away at that goal. We have brought in a new Food and Beverage management team, led by David Kent. We have hired a talented and dedicated Training Manager, Steve Krall, who has had an im mediate impact on both staff morale and member service. We have increased the golf course budget, and seen conditions improve as a result. Landscap ing standards are improving, and we have placed a new focus on the maintenance of our facilities, starting with the recruitment of Santiago Gonzalez as our Director of Facilities & Engineering. We have improved the working conditions, com pensation, training, and management of our inter national employees, we have opened temporary operations, and received great accolades for the products and services offered at the Poolside Café. In addition, after a bumpy start in the Pavilion, we have now hosted countless successful events, and are enjoying tremendous member participation in our regular dining offerings on weekends. Then there is the Beach Club. We have leaned into the Beach Club, and Cindy, more than ever before, and she and her team have responded in a way that has earned them praise and recognition across the board. For the time being, The Beach Club is the jewel in our crown, and it has truly sparkled when we needed it the most.
Moving forward, while we are all rightly excited about seeing the new Clubhouse come together, I am equally excited about the strategic planning process on which we have embarked this year. Creating a road map for our future, which is driven by member engagement and feedback, will provide a strong stra tegic foundation from which we can move forward with confidence. This is your club, and my team and I are here to man age it for you to the very best of our ability. We will always be open and responsive to member feedback, and we will work tirelessly to involve you in the pro cess of developing our strategic plan for Frenchman ’ s, before we then redouble our efforts to successfully execute the plan. This has been a challenging year for all of us, but I hope that you are as excited as I am about the future for Frenchman ’ s. I can ’ t wait to develop and begin implementing the strategic plan, to get into the new clubhouse, and along with my management team, to continue the process of improving the facilities, prod ucts, and services that you deserve to enjoy. In closing, I would like to take this opportunity to thank all of the members who have gone out of their way to make me feel welcome and supported here. Your comments, support, and encouragement mean more to me than you know, and I will be forever grateful for the warm welcome to the Frenchman ’ s family that the membership has provided to me.

A Message from the Immediate Past President
Dear Fellow Members,
The official “ season ” is nearing its end, with a success ful Closing Party already enjoyed and Mother ’ s Day around the corner. Our fiscal year ends on April 30 th , and we then begin anew. This last fiscal year most definitely had some highs and lows. South Florida construction pricing surged as did prices for the food, labor and materials needed to run our club. The expanded Poolside Café turned into a Member favorite, while supply chain delays, ad ditional Palm Beach Gardens requirements and neces sary scope changes slowed the opening of the Pavilion and increased its cost. But since its opening, the Pavil ion has been the location for countless successful Member events while the Beach Club has continued to delight Members. After five years of community discussions about what exactly we wanted in a clubhouse and literally thou sands of person hours spent by Management, our con struction professionals, the New Clubhouse and Club house Construction committees, the Board, and many other Members, on March 1st of this year the Member ship overwhelmingly approved the revised New Club house budget. The contract with Proctor Construction was then signed and we celebrated with a ground breaking ceremony on April 10 th . We welcomed our new Executive Director and Chief Operating Officer Miles Tucker last April 9 th from Hillcrest Country Club. Miles has worked diligently with his Management Team to provide services to our Membership under difficult circumstances, adding sev eral highly qualified new senior staff members to his team. As Miles states in his letter, a lot has been done with more left to do and he is excited about French man ’ s future, as is the Board. The Staff and our various Committees provided unend ing and much enjoyed entertainment for us this year...whether it was related to the many golf or rac quet sports events, special dinners, charity events or the fabulous entertainment nights. These all required
many hours of work and attention by Staff and Mem bers, and we say a very big “ Thank You ” to all of them. As you will read in the following pages, our Members and Staff have worked on many other topics that are important to our community. Thank you. This in volvement is part of what makes Frenchman ’ s “ Frenchman ’ s ”. We all care about our community and are willing to get involved. Last Fall the Board approved hiring GGA to help Man agement, the Board and the Community design a strate gic plan that will take us into the future. Thank you to all the members of the Strategic Planning Committee and all the Members who participated in the Focus Groups and filled out the Survey. The Board looks forward to sharing the results of this work when it is completed. The current construction plan is for us to be in our new clubhouse sometime in the summer of 2025, which will be exciting! Frenchman ’ s “ clubhouse life ” will be easi er then. But in the meantime, Miles and his Manage ment Team and Staff will continue to work tirelessly to provide the facilities and services we all enjoy and ap preciate. I have very much enjoyed working with the group of talented Members that made up our Board last year. Thank you all. And I look forward to working with our new President, Michael Azeez, and being part of our new Board in the coming year.

NEW CLUBHOUSE CONSTRUCTION Harvey Schulweis, Chairperson

This year has been a very productive one regarding the advance of the project to build a new clubhouse. The community has responded with a resounding majority support for the project and for the revised estimated cost reflecting the impact of inflation on our budget over the past twelve months. We have engaged Proctor Construction as our gen eral contractor under a Guaranteed Maximum Price Contract and will be working with Gaudet Associ ates as our owner ’ a representative and Peacock & :Lewis as our architects. The Committee is hard at work overseeing the project and participates in scheduled meetings involving the consultants we have engaged.
The timetable we have established provides for a completion of the main building and parking areas during the spring of 2025 and the completed site work and removal of temporary facilities in the fall. We are very confident that the process and timetable are appropriate and we remain excited about enjoying a beautiful new clubhouse that we deserve and will enjoy for many years to come.

The Medical Advisory Committee was formed in 2020 to advise the Board and Management on how to keep our community as safe as possible during the height of the Covid pandemic. We, as a commu nity, owe our thanks to Stewart Friedman, Beno Michel, Peter Feinstein, Avroy Fanaroff, Howard Hoffman, Mark Levine, and Mel Dinner, who worked tirelessly and successfully on this effort for over 2 years. Happily the threat has subsided. Over the last year, we began to explore other ways the Committee could add value to the community. We expanded the Committee to include Merle Mon
sein Rose and Mark Cooper. We provided infor mation to the community on the emergency services available at Frenchman ’ s as well as information on hospitals in the area if emergency transport is need ed. We began to explore if there is potential interest in a mini - speakers series on relevant healthcare and lifesciences topics.

We have streamlined, and will continue to streamline, the appli cation process and created more efficient meetings by utilizing the ability to screen share architectural plans, renderings, site plans, landscape/hardscape plans, etc. This provides architects and designers with the opportunity to easily present, and explain, the perspective project and also provides the Committee members with the opportunity to ask questions, and provide feedback, with the convenience of having the item/issue being discussed easily viewed by all in attendance.
Frenchman ’ s Creek continued to undergo a major architectural transformation during this past year. The ARB has reviewed an unprecedented number of applications for improvements to members ’ residences, with a view to promote innovative and creative architecture while maintaining quality and harmony throughout the community. We have considered over 65 applications for tear downs and new builds; second story, front and rear additions; new pools and new roofs. We have also reviewed and approved new land scape/hardscape designs. The Committee has also revised the ARB Manual (with the continued help of Richard Adler) to reflect changes in the de signs of new construction and address issues which have arisen as a result of the volume of construction, much of which has been quite extensive, to custom, villa, and patio homes.
During this fiscal year, the ARB collected a total of $87,393 in fees to Frenchman ’ s Creek.

ed with First Republic Bank. The community ’ s excess cash has been invested in a series of US Treasury bonds with a variety of short - term maturities to take advantage of higher interest rates. These funds will be absorbed as we fund the expenses related to the new clubhouse construction project. The community also welcomed our new Executive Director, Miles Tucker, who commenced his tenure in April 2022.Proctor, our building consultant, recommended the demo lition of our existing clubhouse, which began in August 2022. Although we had predicted the Pavilion to be open for food service by June 15, 2022, it did not occur until December 10. This delay produced significant reductions in operating income, coupled with additional and unforeseen costs to open up the Pavilion. Then two factors resulted in an operational deficit pro jected to be $ 2.4 million at fiscal year end. This operational deficit was covered by a Member assessment of $4,000.
The fiscal year ending April 30, 2023 was a most challenging year and frankly unprecedented in Frenchman ’ s history. After approving the new clubhouse plan in December 2021, our building oversight committee in coordination with our architect and building consultant began the process of developing de tailed construction documents to allow bidding for the project. It became apparent that the cost of materials, equipment, fur nishings, and labor were increasing rapidly due to inflationary pressures caused primarily by the invasion of Ukraine. The new estimated cost of the project is $95.7 million. In March 2023, the community approved additional funding of $17 million to meet the new costs of the project. The additional $17 million loan will be added to the existing revolver loan with Truist Bank. In addition the community was required by the City of Palm Beach Gardens to fund an escrow account for the completion of the areas around the new clubhouse. This obligation was funded by $3.5million of US Treasuries deposit

Based on the reports prepared by our new chief engineer, Santiago Gonzalez, the sub - committees preparing the capital and operating budgets allocated significant funding for equipment and mechanical remediation and replacement throughout the community ’ s assets. These budgets contin ued the policy begun last year to fund our greens area with significant and essential funding to make up for years of underfunding. Funding for improvements in the Beach Club and fitness center are continuing. Management is working diligently to address the revenue shortfall from the Pavilion while supporting the alternate dining venues at the Beach Club and pool café. The community is looking forward to the commencement of the new clubhouse construction in April 2023, with a com pletion date of June 30, 2025.The Finance Committee will be ready to assist management in continuing to support all areas of the club ’ s operations and make sure that our finances are prudently managed and invested.
As required, the Club ’ s audited financial statement for the fiscal year ending April 30, 2022, is attached. Our auditors issued a clean or unqualified opinion, and the committee continues to work with them during the year to insure that the audit process is as comprehensive and error free as possible. I want to recog nize the efforts of the finance staff in their work during this period. I personally want to thank my vice chair, Bill Glassman, Jeff Maurer, Rich Fentin and Paul Konigsberg Board for their sup port and assistance in preparing the operating budget for the fiscal year ending April 30 th , 2024. I also want to thank Fred Stern and Jeff Parker for their efforts in preparing the Club Capital Budget which was approved by the membership at the March Annual Meeting.

The Governance Committee has had an extremely productive year. The Governance Committee undertook an extensive review and revision of the Frenchman ’ s Rules and Regula tions. The Committee completed its revisions to the following sections of the Rules, which it submitted to the Board for consideration: Authority and Purpose, Definitions, Attire, Guest Use of Facilities, Golf Courses, Racquet Sports, Fitness Center, Spa, and Pools, Mobile and Audio Devices.
The Grievance and Code of Conduct sections of the Rules and Regulations were revised, presented to the Board of Governors, and approved.

The role of the Grievance Committee is to promote the friendly and collegial atmosphere that defines the lifestyle and traditions of Frenchman ’ s Creek by providing a forum for resolving dis putes and violations of our Rules. The Committee is charged with investigating written complaints relative to any Member ’ s conduct and acts; acting as a mediator between two or more parties who have a dispute within the community; and when necessary holding hearings regarding the inappropriate conduct of a Member towards another Member or employee. The Grievance Committee seeks, whenever possible, to defuse problems before they result in formal grievances. Most matters that come to the attention of the Grievance Committee are re solved privately, without the need for a formal process. The Grievance Committee may not initiate a grievance or im pose a penalty. Grievances can only be brought by two Board members or by senior management, and only the Board can
impose a penalty. If, after investigating and holding a hearing on a grievance, the Committee determines that a Rules violation oc curred, it may recommend to the Board that a suspension or other penalty be imposed, and the Board may accept, reject or modify the Grievance Committee ’ s recommendation. If the Board votes to impose a penalty, the Member may appeal the Board ’ s decision to an independent panel of three other members, and the penalty will not take effect unless approved by that panel. During 2022, the Grievance Committee heard new grievances but resolved numerous other issues privately. The committee also heard several appeals of speeding violations.
The Committee is committed to treating all Members who come before it fairly and with respect.

The primary purpose of the Legal Committee is to offer guid ance from a legal perspective to the Executive Director and the Board of Governors with regard to matters that may arise in the governance of the Frenchman's Creek community, to advise them in recognizing where outside legal advice would be advan tageous and to consult with outside counsel with regard to cer tain matters as to which such counsel has been retained. The Legal Committee is composed of a number of talented attorneys who provide a valuable service to our community. During the 2022 - 2023 year, members of the Legal Committee
have been involved in the consideration and drafting of numerous proposed amendments to the governing documents of French man's Creek, the drafting of a Whistleblower Policy on Employee Reporting of Improper Conduct and consultation with the Board of Governors and outside counsel with respect to occasional con troversies between members of the community.

This year there were ten (10) candidates running for five (5) open Board positions. The Committee conducted interviews over a 3 - day period with all having impressive backgrounds. The Committee deliberated and per the By - Laws nominated candidates equal to the number of vacancies. The Committee nominated the following candidates:
The Nominating process began on November 03, 2022, with a letter to eligible members of the 202 lot owners in Group C. A second random selection was made out of the forty - three (43) interested members, with the first fifteen (15) forming the 2022/2023 Nominating Committee. An organizational meeting was held on December 15, 2022, to conduct the first order of business.

The Strategic Planning Committee was established last year by President Diane Exter as a Board Committee whose members are Ellen Malasky, Chair, Diane Exter, Jonathan Mayblum, Jeffrey Maurer and Robert Sherer. The Committee immediate ly went to work identifying and retaining a consultant to help move this initiative forward. GGA Partners was ultimately selected to work with Frenchman ’ s Creek to develop and build a strategic plan to move the community forward into the fu ture. In January, the committee was expanded to include the following members of the community: Marie Kravecas, Ronni Grebow, Carey Pack and Sandy Salz.
cus groups helped GGA develop the member - wide survey that asked each and every member to participate and provide re sponses. The survey closes on April 16, 2023 and all members are strongly encouraged to submit their responses. In addition to GGA ’ s help with strategic planning, Burnside group was engaged to perform a first ever Reserves Study of our equipment and facilities to provide Frenchman ’ s with a better foundation for planning maintenance, repair and re placement of various assets. We look forward to receiving Burnside ’ s report in the coming weeks.

The FC Art Committee has grown enormously this year. There have been meetings with our board liaison Jill Kremer and many hours spent by our committee members to make ART a unique and important benefit to our community. Many of our 2022 - 2023 goals were met with resounding success. The weekly art classes at the United Methodist Church contin ue to inspire our attending members and attract new members to develop their artistic abilities. We have worked with the marketing department to come up with new ways to advertise art events, with colorful flyers in the daily communications and posters at the dining venues. Since we could not have our annual Art Expo at the Club house, this year we implemented the Art Exhibition at the Beach Club held January 15 - April 15 with rotating artists eve ry month. Thanks to the Art Committee ’ s efforts and support
ed by our liaison, Jill Kremer, the Board and Cindy, the Beach Club turned out to be the perfect solution for the art community while enhancing the ambiance of the Beach Club … a “ win - win ”. Our Art Committee is dedicated to bringing ART to the forefront of amenities in Frenchman ’ s Creek. We are trying to secure out door space for an Art Lecturer every month. Workshops are be ing formed for photography, jewelry making and other arts. Our committee members will continue to work tirelessly to accom plish these and other goals to make our ART program the best of any Country Club. We look forward to our new art studio space in the future.

The goal of the Entertainment Committee is to provide a wide variety of entertainment options for our ever - changing com munity. We strive to appeal to the wide variety of age ranges, from our senior to new and younger members. We felt that the best way to accomplish these goals was to interview and appoint new and younger members to serve on the committee. By successfully doing so, our committee now represents a cross - section of the membership. As a result, we believe that our series of planned events for the 2022 - 2023 season is pro moting greater member interaction, that we are sensitive to the entertainment interests of all age groups and is enhancing our sense of community.
Our proposed calendar of events was carefully crafted to have "something for everyone." As a committee, we are well aware of the changing demographics of our membership and embrace our new members, especially our new younger members who will help sustain the viability of our club for many years to come. We have created sub - committees who work along - side the two Chairs of the Entertainment Committee to evaluate and chose the talent. They also work with management in the planning of each event. Additionally, we have chosen a representative of our com mittee to work with the Link and MAC committees to enable us to promote our events to the entire membership.

We worked during the off season developing a "Save the Date ” listing for every planned event. This was well received by the membership as it gave them the opportunity to plan for the upcoming season of events. This also gave members the infor mation about each event so they were able to know what they could expect from each event and plan for those events they had interest in attending. Our season calendar of events was very well received by the membership. Our Opening Welcome Back Party was success ful, thanks largely, to management who did an outstanding job in the execution of the event. They proved to the membership that our temporary facility (Pavilion) was able to accommodate a sellout crowd and is a great venue for our special events. Our signature New Year's Eve Party was a great way to end our 2022 season and received rave reviews for both the Family and Adult Parties. Our annual Carnival during the holiday season was a great hit with over 400 members and their families at tending the festivities.
Every event we have had has been a success. Our Cabaret events at the Beach Club have had record attendance, as have our Head liner series at the Pavilion. The Bronx Wanderers and Off Broadway Magic Sensation Asi Wind played to sold out audienc es and proved to be some of the highlights of the season.Our up coming Studio 54 dance party should prove to be a memorable night. And our Closing Party will be the perfect way to end our season. The committee is working on the schedule of events for 2023 2024. We are in the process of interviewing talent and will keep the momentum going as we will again present an outstanding series of events that will not only meet, but will exceed, mem bers ’ expectations.

The External Affairs Committee continues to focus its primary effort on the Town of Juno Beach. We are attending all Town Council meetings in person and making efforts to reestablish our strong relationships with the Juno Beach community. Our hope is to develop exceptional relations with the Juno Beach communi ty.
Unfortunately, we were forced to cancel our annual luncheon due to facility constraints but will be planning an event soon.

During the Summer and Fall of 2022, the Fitness and Spa facili ties were refreshed with a new coat of paint, and the replacement of ceiling tiles and carpeting. With the demolition of the club in progress, the Front Foyer entrance was closed, and this space was designated for card playing. The Fitness Center and Spa Facilities are gradually returning to pre - COVID activity. Many of our members have returned to use the Fitness Facility and its trainers, equipment and group classes and the Spa technicians and their services. The attendance at in door group classes has returned to pre - COVID numbers, and the pool classes have surpassed pre - COVID numbers. Several addi tional group Pilates classes, as well as an additional Pilates con tractor, were added in response to the demand for these classes.
A weekend guest yoga instructor was well received and her clas ses well attended. The Spa operations added new products and services to their menu. Requests for services are gradually increasing. Two addi tional Spa Days were offered bringing the total to four. Trunk shows were reintroduced. The membership was delighted to have these shows return. The desire to remain healthy continues to thrive at Frenchman ’ s Creek, and our staff and contractors continue to keep the health and wellness of our members at the forefront of our operations.

The 2022 - 23 season for our food and beverage operation has been the biggest challenge in the history of Frenchman's Creek. Fortunately under the direction of our CEO, Miles Tucker and David Kent (Director of Food and Beverage), and many other strong supporters, all of our venues were up and available for our "very full house" at holiday time. Even as the new year began, the challenges of our new 10 North pavilion, included great opportunities for our new management team to be creative and efficient. The pool cafe has grown into a comfortable space for lunch and dinner, with a cabana bar tucked away for members. Another great "happy hour" spot was established at Tavern on the Range, with plans to be a fun daily meeting place for members and guests. The beach club, has really continued to our "Diamond in the rough " offering a host of special events, and has accommodated the additional needs of the community during this time of transi tion.
The committee (with management support) has worked to dis seminate comments, concerns, and suggestions from our mem bers, in an effort to meet community preferences. There is a dai ly and ongoing effort to make our "Frenchman's Creek In Transi tion " wonderful for everyone. Management remains focused on this goal The immediate accommodations and change that oc curred thus far, promises to soon become a really comfortable and wonderful series of venues for our " dining pleasure " Chuck Sonsteby, Sandi Hoffman and I feel privileged to have had a committed and supportive committee. One of the golf committee ’ s primary efforts was the enhance ment of the practice facilities. Part of the golf enhancement pro gram, was the upgrade of the practice facilities, which included the replacement all bag stands, the replacement of the golf ball pyramids (which could be untidy) with a new golf ball dispens ing box. Additionally, new trash receptacles, club cleaners, ice chest, a teaching mirror, and all the fairway hitting matts on the South range tee have been replaced with new matts. The most significant upgrade has been the installation of GPS yardage unit on each bag stand that gives exact yardages to each flag. The committee is very pleased with practice facility upgrades, and firmly believe it has enhanced the golf experience. The committee developed and planned a full golf calendar for the year. When planning the calendar, the committee took into con sideration, member feedback from previous years, that there were too many golf events within a short period of time. There fore, the committee made a conscious effort to spread all the golf
events throughout the season. This was accomplished by starting the golf event schedule in the later part of October 2022, running it through mid - April 2023. Both of which are respectively earlier and later than past years. The adjustment in dates, has not had any negative affect on participation, in fact, quite the contrary as we have seen an increase in participation. Also, pertaining the golf calendar, the committee introduced a new golf event this year called the “ King of the Tee ” which is a season long, single elimination bracket event. For the inaugural event, there were (30) two - person teams that participated, which far exceed our expectation, and is a great stepping stone for the event ’ s future success. As a committee, we continue to evaluate all the golf events conducted, to make sure that they are relevant, competitive and fun.

This year the golf committee along with the golf professional staff worked together to developed a mutually agreed upon set of goals for the upcoming year. The objective when creating the goals, was they be clear, specific, measurable, and they have an impact on the golf experience. Part of the goals pro cess, was the committee ’ s continued updating and refinement of the golf rules and regulation, to ensure that they closely re flect our evolving golf environment. The revised golf rules have now been submitted to the Board of Governors for final ratification. As part of the new Clubhouse construction project, the golf shop, retail operations, and outside golf hospitality program, were relocated just adjacent the South end of the practice facili
ty. The transition to the new location has been smooth, with little affect on the retail program, or the golf related hospitality services. Adjustments will be made a necessary, to create the optimal golf service environment. The golf professional staff is commitment to servicing the membership and creating an enjoyable golf environment. We encourage our fellow members to acknowledge or golf profes sionals and golf related staff, for the efforts they have made this year.

The Green Committee would like to thank the golf maintenance team for their efforts in keeping the golf courses beautiful. In addition to their normal responsibilities, the maintenance depart ment have played a monumental role addressing the many logis tical needs stemming from the clubhouse project. This list in cludes but was not limited to the widening of the service road, modifications within the maintenance complex to accommodate construction traffic, the temporary cart charging facility, keeping numerous generators topped off with fuel daily, modifications to the north practice tee, relocating 10 north tees, relocating numer ous large trees, the construction of a 100 space temporary park ing lot, the construction of a cart staging area, disturbance from the fitness water line installation and locating or relocating vari ous existing underground services. We would also like to recog nize the membership for taking better care of the courses, most notably by following the cart rules more closely. Last year, the Green Committee and the maintenance department made recommendations to the board in areas where our golf courses would benefit from additional maintenance requirements. It is important now more than ever to make the golf courses the best they can while our clubhouse is under construction and to help make us south Florida ’ s premier club. The operating and capital budgets were boosted significantly as a result of those efforts and here is quick review of the progress we are making. Landscaping: The twiggy wood chips used in the past have been replaced with high quality brown mulch and pine straw. Several plant beds have been completely overhauled and there are plans for several more this season. Overall Detailing: The features of the courses are better main tained by more frequent attention. A special nutrient program is aimed at improving the definition between the different height of cuts. All of our sprinkler heads will be raised and leveled before the end of the season.
Better Bunkers: Daily hand raking of all the bunkers have greatly improved the presentation and playability of our sandy hazards. Dedicated bunker captains on each course helped make this happen because they are personally responsible for the bunker conditions. Better Weed Control: The results of the maintenance team ’ s efforts were noticeable heading into the season. Although there were many thin brown spots, primarily in the roughs of the north course, there was a sizable reduction in the number of visible weeds. The maintenance team looks forward to making bigger gains next summer when being aggressive is crucial. At the end of the summer there will be fewer brown spots and the maintenance team is already planning a strategy to greatly im prove the appearance of the turf prior to next season. Competitor Analysis: Our Club conducts an annual operating and capital budget survey with similar clubs in our area. Alt hough the staffing levels, operating expenses and capital spend ing was augmented substantially, Frenchman ’ s Creek spends much less on the upkeep of their courses than other similar clubs in the area. To be competitive, we will continue to col lect this information and make budget recommendations ac cordingly. We would like to finish by saying it is a pleasure serving on the green committee and that we always welcome feedback that leads to a more enjoyable golf experience. We would also like to thank the entire committee for their service on behalf of the community.

The Florida insurance market continues to be a challenge. Named and non - named storms created property and casualty losses for the insurance industry and have impacted rates and availability of coverage. Additionally, the tragic collapse of the Surfside Condo project also impacted liability coverage for property owners asso ciations. Many of you have probably seen this impact on your own Homeowners insurance. We expect the market to be chal lenging in 2023 but recent changes in Florida law could have a longer term benefit. Our insurance needs continue to be serviced by Tanenbaum Har bor of Florida. They shop our insurance each year with reputable carriers, review our coverage and deductibles. Once again, Zurich is our lead insurer. This is a program that was designed to provide coverage of our needs at Frenchman ’ s Creek which includes Property, General Liability, Auto, Cyber , Executive liability and Umbrella liability policies. We made adjustments to the coverage and limits to mitigate costs while maintaining an appropriate level of insurance. There where increases in some areas, but they were offset by the removal of the clubhouse as demolition was started. Overall, our insurance costs decreased by 4%, but we would an ticipate increases for 2023 due to market conditions.
We also looked at the various assets of the Community that aren ’ t covered by insurance - either the insurance is not available or it is prohibitively expensive. At the recommendation of the Commit tee, the Board created a self insurance fund of 1.5 million dollars to provide for damages to items that are not covered by insurance. This does not cover all of the values, but provides a source of funds if we experience some storm damage. Workman ’ s Comp insurance was renewed with Zenith. Our work history and loss mitigation efforts resulted in a rate decrease of 12%. In addition, we receive a dividend of 15% as part of the program with Zenith. That program was renewed for 2023. Zen ith has routine loss control visits and Tanenbaum Harbor contin ues to monitor all of our claims to help us mitigate any exposures. I would like to thank our Committee for their efforts, our staff for their mindfulness and the team at Tanenbaum Harbor for their continued professionalism in navigating the insurance market place.

The LINK Committee was an incredible success this year. While still dealing with COVID and no clubhouse, all new members were connected to a LINK buddy who helped them integrate into the community – socializing with other new mem bers, participating in golf, tennis and card games. We were able to host a cocktail party for all of the newest members and their buddies which was a tremendous success.
The LINK committee continues to plan events into small cocktail parties and dinners while putting into effect procedures for all new members to continue to get the support and guidance from our committee members.

Improving the communication of information continued to be an important priority for the Board in 2022. In recognizing the im portance of communications at our Club, The MAC Committee worked with The Board and the Administration to prepare a job specification to hire a dedicated Director of Communications. Deanna Usiadek joined the administrative staff early in the year as our Club ’ s first Director of Communications. The MAC Committee is pleased to be working in partnership with Deanna to achieve our committee goals. We thank her for her tireless efforts and hard work throughout the year. The two main priorities for the MAC this past year were 1) im proving the quality and process for the morning Daily Email and 2) to begin working on the mobile App so members can have access to the club ’ s news and information via their phones at any time of the day. The Daily Email continues to be an ef fective and easy way for members to receive all their Club in formation each morning at 7am. We continue to make enhance ments and changes to the email based on suggestions and input we receive from members and staff.
Regarding the new mobile App, the MAC has been working with the new vendor that the Administration selected last year to pro vide Frenchman ’ s Creek with a new website. The components for the App are part of the website technology stack. There have been numerous technology issues with the conversion to the new vendor that has delayed our launch. Our goals for the new App are for members to have easy access anytime during the day via their mobile phones to the club ’ s information. Members will be able to see the current news of the day, check the club ’ s various calendars, (golf, entertainment, dining), request tee times and sign up for entertainment events. We also envision an FC Mar ketplace where members can post items to sell or buy. The MAC has been working on the key attributes and design for the App and hope to be in a position early in 2023 to roll out the first phase of the mobile App to the members.

On Thursday, December 8th 2022, the Director of Security, along with Mr. Glen Greenberg met with the security commit tee. During this meeting, Mr. Greenberg introduced the new Director of Security (Josue Encarnacion) to the committee. After the new director introduction, Mr. Greenberg confirmed the Security Committee Mission Statement: “ The Frenchman ’ s Creek security committee is committed to providing a safe and secure community. We are dedicated to the membership and staff which drives our team to achieve the highest standards in our industry. ” Our Mission Statement was accepted by the board members. Once confirmed, we discussed the below out lined: Goals: 1. Perimeter Security: Zero intrusions 2. Enforcement Program: “ See something, say something ”. More visibility throughout the community. 3. Traffic control enforcement. Minimize warnings and sus pensions, compared to 2021. 4. Security community education program: emails, videos,
newsletters for member awareness.
5. Community safety: walking on correct side of street, reflec tive visible vests, golf cart safety. 6. Properly vetting vendors who request access to our communi ty. 7. Member Assist Program. 8. Continued car carrier assistance for member vehicle delivery. 9. Member escorting for Uber transports into our community. The security committee meeting was adjourned with all confirm ing that quarterly meetings will be the goal for 2023. Next meeting tentatively scheduled for April 2023.
